The Young Lions sealed their place at the finals in Cyprus after finishing runners-up in Group 1 of the Elite Round qualifiers, with Shahar starting all three group matches against Northern Ireland, Hungary and France.
Greg Lincoln's side face France, Portugal and Spain in Group D, with the top two countries from the respective four groups progressing into the quarter-finals.
Shahar, who currently has seven caps at that level, joined Newcastle United from Wolverhampton Wanderers last summer following a ten-year spell with his boyhood club.
Primarily a right-back but capable of playing in midfield, Shahar made his debut for Newcastle at under-21 level during an EFL Trophy clash against League Two side Crewe Alexandra in November 2023 and has made 13 competitive outings for United's second-string this term.
