The 13 Premier League clubs not competing in UEFA competitions - which includes Newcastle United - will enter at this stage of the tournament, along with Hull City and Middlesbrough.
The draw will take place live on Sky Sports News following the first round tie between Bury v Sunderland.
United were quarter-finalists last season, when the tournament was known as the EFL Cup, but lost to Hull City on penalties.
Rafa BenÃtez's side will be seeded in the draw and all second round games will take place during the week commencing Monday, August 21st.
